W.T.F. Is Up With This Snow Pile ?

I've had about 10 people email me about this and I noticed it too so I made a little video a few days back. Since when do we just leave a huge pile of snow in the middle of the frigin road ! Did we forget how to plow?

And Note: since I filmed this did we did get a little snow and now the pile is just a lot worse..
