The International St. Lawrence River Board of Control posted this today on their facebook page..

"March 2013 was the second driest March since 1900 in terms of precipitation which fell on the Lake Ontario basin, while for the Lake Erie basin, precipitation was the fifth driest. The outflow from the Ottawa River was above average and then fell below average during the latter half of March. Until wetter conditions prevail, all concerned should anticipate lower than average water levels in the system."
